Can I use my account and my site even though my domain name hasn't propagated yet?

Yes, you can use your website without a domain name.

We provide you a temporary URL, which can be used to view your site when your domain name is not working.

You can access your web sites using their respective temporary URLs (instant aliases). Temporary URL is a sub-domain of the form http://yourdomain.com.servername.com where "yourdomain.com" is your domain and "servername.com" is the name of our web server machine

Below is the example :

http://YourDomain.com.124.gppnetwork.com

You can check this KB for reference to create temp URL for your account
